"Culture eats strategy for breakfast" is a well-known quote from management pioneer Peter Drucker. This means that no matter how good a strategy may be, if the corporate culture does not support the strategy, it will hardly be possible to achieve the strategic goals.
The same applies to the learning culture. An increased shortage of skilled workers is drawing greater attention to the potential development of existing employees. Lifelong learning is becoming a strategic competitive advantage, but this can only be crowned with success if the corporate culture provides a corresponding foundation.
